In addition the board also recognized Julian Encinas, a fifth grade student at Joe Carlson Elementary, for his art work on the AZELLA (Arizona English Language Learners Assessment) project which is now the cover for the test. There was a contest for students to draw what they felt would be a good cover for the test. Encinas’ drawing was the overall winner from all the entries received state wide.
