Grant helps county deal with meth-addicted inmates

BISBEE — The county adult probation department has been awarded a $138,000 grant from the Governor’s Office for Children, Youth and Families to expand and enhance treatment for methamphetamine abuse.


Called Access to Recovery, the funds provide treatment for adults who are substance abusers or who are in the early days of recovery from drug abuse. Adult drug probation clients can receive clinical treatment and recovery services through the program.

The money covers a six-month period and can be renewed for an additional year.

Supervisors Pat Call, Ann English and Richard Searle unanimously approved acceptance of the grant.

The supervisors also approved an increase in the daily rate for people who land in the county jail. Inmates will now pay $179 for the first day in jail and $58.83 for each additional day. The charge reflects the actual cost of incarceration.

In another detention item, a new contract with the Department of Corrections to train detention personnel was approved. The training academy has made changes to the training program that now includes an online component in the nine-week training course that saves the county $200 per student.

A request to slow down drivers passing through the school zone in McNeal on Central Highway and Double Adobe Road by lowering the speed limit was approved as requested by the Double Adobe school board.

Eight additional churches have entered into agreements with the county to provide shelters in case of an emergency. They are: Faith Presbyterian, First Baptist, Living Word Family Church, New Hope Fellowship, Christian House of Fellowship, God’s Word Church and Sierra Spring Church, all located in Sierra Vista. In Benson, Peace in the Valley Church has agreed to be a shelter site.

The county has around 40 locations that have agreed to assist in an emergency by providing facilities to the public. Negotiations with the American Red Cross, the Border Patrol and two retail establishments are also under way.

In other business, the supervisors:

• Reappointed Superior Court Judge Pro Tempore Donna Beumler; Juvenile Court Commissioners Judges Pro Tempore Gerald Till and Jeanne Brenda Whitney; Justice Court Precinct 5 Pro Tempore Leslie Sansone; and county-wide Justice of the Peace Pro Tempore for emergency coverage Ann Lund. The appointments run for one year.

• Approved the renewal of a contract with Brown & White, Inc. for guardrail repair and replacement in the county for $200,000.

• Approved a $120,000 contract renewal with Southwest Hazard Control, Inc. for hazard abatement services in the county for one year.

• Approved a $60,000 contract with Contech Construction for corrugated metal drainage pipe.

• During the meeting of the Flood Control Board following the Tuesday regular meeting, the supervisors authorized the acquisition of seven drainage easements along the east side of Frontier Road to deal with flooding issues.
